Fast Track Permitting System

Qualified industrial and commercial developments receive personalized assistance and priority processing to accelerate land-use and building permits so that proposals receive approval in as little as eight weeks.  To be placed on a “Fast Track”, certain criteria need to be satisfied. Low cost business registration fee

Temecula has a low-cost registration fee of only $35.00/year.  Many cities base their business license fees on gross receipts or number of employees.

 

No utility use tax

There is no utility tax including electric, telephone, cellular, gas, and water for businesses located in Temecula.

 

Low water and sewer rates

The City’s low water and sewer rates are a significant advantage for local businesses.  With a unique ground water situation, low water costs are passed on to consumers as 60% of current water production is from ground water basins.

 

Industrial Development Bonds (IDBs)

Temecula has used its authority to issue Industrial Development Bonds.  IDBs are a means of providing manufacturers with the ability to purchase land, buildings, and capital equipment through below-market financing, at tax-exempt interest rates.  Funding is for projects costing at least $500,000 and not exceeding $10 million.  Terms for equipment financings are typically 5 or 7 years and for real property and facilities up to 25 years for publicly sold bonds and up to 15 years for privately sold bonds.  Contact California Communities, James Hamill at (925) 324-1299 ext. 216.

 

Business Retention Program

Temecula’s Business Retention Program includes site visitations to local businesses on a regular basis.  Businesses are contacted by phone, survey or personal visits. Information on labor/education needs and available training programs that can be utilized as well as business issues relating to city services, permits and city programs are discussed. The EDC of Southwest California’s Business Relations Committee facilitates this program. 

 

Housing Assistance Programs

First Time Homebuyers Program

This program is offered to assist lower income individuals in purchasing their first home.  Funds may be used for the down payment and/or closing costs.  The maximum amount of assistance is 20% of the purchase price, up to a total loan amount of $24,000.  The income limits for the program are moderate income level (120% of median income), which is the maximum permitted under state law for such programs. 

 

Employee Relocation Assistance
Employees of selected businesses who relocate or expand in Temecula may obtain down payment assistance for home purchases through this program.  The program provides eligible employees with second trust deed loans of up to $15,000.  Each business is reviewed for program eligibility on an individual basis according to new job creation, business size and size of the space occupied.

  • Availability of Downpayment Assistance: Program assistance is available to eligible applicants for up to one year after the date of the approved employer's relocation or expansion, as long as program funds are available.
  • First Mortgage Lender: Any lender previously approved by the City may participate in the Program.  The participating lender must accept the City's loan application concurrently with their application and is responsible for all loan processing.
  • Future Refinancing: The City will subordinate the assistance loan, second to a new first mortgage, only if no cash is taken out during the refinance transaction.
