The City Of Temecula is committed to continuously improving the Development Process from Entitlement through the Construction process (Certificate Of Occupancy).
 The Goal – Improve communication and coordination across departments, simplify processes, using technology when appropriate.
Current Results –
- Time savings of 4984 hours / year .
- Staff trained to walk customers through the process.
- E-Goverment services enabling users to look up inspection dates and plan check submittals online.
The Team -The Process Improvement Team is a cross-functional team with members from Building and Safety, City Manager’s Office, Community Services, Fire, Finance, Information Systems, and Planning.
The Process – The team is following a systematic ongoing improvement process consisting of the following steps: 1. Defining the process. 2. Measuring data relating to the process. 3. Analyzing process data. 4. Making improvements. 5. Ensuring that the process remains in control.

- Implementing an ombudsman program that helps guide customers through the process.
- Eliminating process redundancies.
- Automating inspection processes for Fire, Public Works, and Code Enforcement using Accela Wireless. Implementing a cross departmental database for capturing process data using Permits Plus.
- Electronic cross departmental Approval.
- Developing real time Inspection reports on www.cityoftemecula.org .
- Monitoring process data using SQL reports.
