Submit Applications:Any person wishing to open a massage business within the City of Temecula will need to get the following approvals: 1. Massage Establishment Permit 2. Building Permit 3. Business License
Step 1: After a review by the Planning Department, the Applicant submits a completed application, with the required fee to the Counter Technician. A completed application includes one filled out and signed Supplemental Questionnaire for each owner, operator or manager. These individuals must also provide 2 (two) current passport sized photos (full faced – not profile) and proof of age (usually a driver’s license) prior to the issuance of the permit.
Step 2: Each Applicant (Massage Establishment Owner, Operator or Manager) is then given a Lifescan application for fingerprinting and referred to a Police Substation to be fingerprinted.
Step 3: A case file is then prepared and assigned to the Development Processing Coordinator.
Step 4: Once the response to the fingerprints has been received by the City of Temecula Human Resources Department, the applicant is either approved or disqualified under Chapter 5.22 of the Temecula Municipal Code (Ordinance 99-26) from operating a massage establishment. If the applicant is disqualified, a letter denying the request for a Permit will be sent to the applicant and a note of disqualification is entered into Permits Plus.
Step 5: If the Applicant is not disqualified, the Police Department will notify the City of Temecula Human Resources Department that the individual has no criminal record. This information is then related to the Development Processing Coordinator and the Massage Establishment Permit will be issued.
A. Two copies of the Massage Establishment Permit will be filled out and signed.
B. One passport photograph of each owner, operator or manager is attached to each copy of the Massage Establishment Permit and then sent to Frank Carranza in the Copy Room for lamination.
C. The first copy of the laminated permit and letter conditionally approving the Massage Establishment Permit for one (1) year will be sent to the applicant with a copy of Ordinance 99-26. The second copy of the laminated permit and approval letter shall be put in the case file for future reference. A copy of the approval letter shall be sent to Code Enforcement, the Police Department and the City Manager. Copies of the approval letter are to be sent to each member of the City Council, the City Manager, City Attorney, Director of Planning, Principal Planner – Code Enforcement, and the Police Department – Community Relations Officer.
Step 6: At this point, Code Enforcement will conduct a courtesy walkthrough inspection to make sure that the establishment is in compliance with the provisions of Massage Ordinance No. 99-26.
Step 7: The case file shall include the application, approval letter, permit and any additional paperwork such as memos and letters. All Massage Establishment Permits shall be kept in a secure location by the Development Processing Coordinator.
Step 8: The approval of the Permit will be recorded in Permits Plus.
Step 9: An annual renewal date will be noted on the Status of Massage Establishment Permits list maintained by the Development Processing Coordinator on a regular basis. After every update, copies of this list will be distributed to the Finance Department (Business License Division), Director of Planning, Principal Planner – Code Enforcement and Police Department (Community Relations Officer).
Step 10: Prior to the expiration of the permit, an application for renewal will be required with a fee. Each massage establishment will be subject to periodic inspections if deemed necessary by Code Enforcement.
Question and Answer: I am a Massage Technician/practitioner and want to work in the City of Temecula. Do I need a permit?
The City of Temecula does not issue Massage Practitioner Licenses to massage technicians. According to the City’s Municipal Code Ordinance, any massage practitioner/technician wishing to perform massage services within the City will need to have a Massage Technician License issued by the County of Riverside. Massage practitioners can contact the Riverside County Sheriff’s Office for details at (951) 955-1700.
If a massage practitioner acts as an independent contractor, he or she will also need to obtain a City of Temecula business license.
Massage practitioners who offer massage services in their homes also need a Home Occupation Permit but are not required to have a Massage Establishment Permit.
I am a manager or owner of a massage establishment in the City of Temecula, what permits do I need?
The purpose of a Massage Establishment Permit is to ensure that all operators, owners and managers of massage establishments meet certain minimum standards. The Massage Establishment Permit does not address Building Code, Fire Code or Development Code requirements.
