Grant Administration

Each year the City of Temecula administers the federally sponsored Community Development Block Grant (CDBG) program, designed to fund public improvements and service activities which aid low and moderately low income persons.

In order for a project to be considered for funding it must meet one of the following criteria:

  • The activity predominantly benefits 51% low/moderate income residents
  • The activity aids in the prevention or elimination of slums or blight
  • The project will meet a need having a particular urgency.  The condition of the urgency must be of recent origin.  The activity must meet an emergent community development need.

The Community Block Grant Program is a federal grant program administered by the Department of Housing and Urban Development in which funding is allocated to the city annually through a cooperative agreement with the Economic Development Agency of Riverside County.  Riverside County applies for CDBG funds to meet the housing, economic, and community development needs of the county and the 16 cooperating cities.  CDBG funds are distributed to the unincorporated supervisory district communities
and to cities based on a formula which calculates population, poverty, and substandard housing.

The amount of CDBG funds that can be used for public services is limited to 15% of the grant award. The remaining grant then can be used for public improvements and facilities.


Timelines

October 15, 2008 at 5:30 pm Community Meeting at athe Mary Phillips Senior Center at 41845 Sixth Street in Old Town Temecula to conduct a Community Development Needs Assessment Survey and distribute CDBG applications to kickoff the FY 2009-10 funding cycle

November 7, 2008 5:00 p.m. Deadline to submit CDBG Application and Community Development Needs Assessment Survey

November 18, 2008 Finance Committee Meeting to review applications

December 9, 2008 City Council Meeting - for review and approval.

July 2009 HUD approval and release of CDBG funds for local Administration

August 2009 Supplemental Agreements to City Council to activate CDBG Program administration for Temecula activities/projects
