T.R.I.P. Report

The purpose of the T.R.I.P. Report (Traffic Restrictions in Progress) is to advise citizens of conditions affecting traffic flow within the City.

The following information consists of general major construction zones that are known at this time, but may not be all inclusive. This update is in effect for the week of June 30, 2008.



4th of July Parade - Closure of Old Town Front Street between Moreno Road and 2nd Street; Main Street from bridge to Old Town Front Street; 2nd Street; 3rd Street; 4th Street; 5th Street; 6th Street; and Mercedes Street from Moreno Road to 2nd Street will be closed from 5 AM until 12 PM (noon) on Friday, July 4th.


4th of July Fireworks - Pauba Road between Margarita Road and Showalter Road and the streets abutting Pauba Road will be closed for a period of 11:00 AM until 11:00 PM.  Access will be available to area residents.


Low Flow Channel
The Low Flow Channel on Via Montezuma between Diaz Road and Del Rio is currently open.


Old Town Infrastructure Project Traffic Impacts:
This project involves infrastructure improvements on the following streets/alleys:

    Mercedes Street:    2nd Street to 6th Street
    Main Street:            Mercedes to just south of Old Town Front Street
    Fifth Street              Mercedes Street to Old Town Front Street
    Fourth Street:         At Mercedes Street
    Third Street:            At Mercedes Street
    Second Street:        At Mercedes Street
    Alleys:                     Between 2nd and 6th at Mercedes

The improvements involve sewer, water, street, parkway and utility undergrounding.  At various times during the project (May 2008 to December 2008) traffic delays and parking restrictions will occur on the streets listed above as motorists will be flagged around specific work areas.  Also, a portion of Main Street, discussed below, will be closed the entire duration of the project as well as the southerly portion of Mercedes will be closed (except to local traffic) later in the year.  Motorists are encouraged to utilize Old Town Front Street as the most direct route through Old Town as the majority of work will be occurring on Mercedes Street.  More specific impacts and areas being worked on are discussed below.


Main Street Closure - Mid Block between Old Town Front Street and Mercedes Street (Eastern Half):  Main Street will be closed beginning in May 2008 to reconfigure Main Street and construct a Town Square associated with the future Civic Center.  This closure will be in effect until completion of the project anticipated at December 2008.  Motorists will be detoured to Fourth Street (north) and Third Street (south) for access around this closure.


Main Street Parking Restrictions (Utility Undergrounding) -
Mid Block between Old Town Front Street and Mercedes Street (Western Half) to 150 feet west of Old Town Front Street:  Parking will be prohibited along this segment of Main Street Monday through Friday (7 a.m. to 3:30 p.m.) for utility undergrounding work.  Traffic will be reduced to one lane with flagmen around the work zone.  All business driveway and pedestrian access will be maintained.  The portion of the utility undergrounding work with parking restrictions will begin on June 9th and end July 1st, 2008 - a period of approximately three weeks.  On site private property utility connection work, work without traffic on parking restrictions, will continue in this area through the end of July 2008. 


Mercedes Street Closure - Sunday through Thursday Nights (Main to Third) - Three Weeks starting Sunday Evening, June 15th, 2008, and continuing for approximately three weeks until July 3rd, 2008 (Sunday through Thursday evenings (9 p.. to 5 a.m.), Mercedes Street between Main Street and Third Street will be closed.  This is for installation of a storm drain and sewer.  You will see "No Parking" signs along the impacted segment of Mercedes Street for the nightly closures and the segment will be re-opened during daytime hours.


Citywide Slurry Seal Project Traffic Impacts:
Construction on the Citywide Slurry Seal Project will begin on Monday, June 30, 2008.  This project involves removing the striping, crack sealing, applying the slurry seal and replacing the striping on the following streets:

Intermittent delay, lane restrictions and parking restrictions will occur on the streets listed above as motorists will be flagged around specific work areas.




RESTRICTED LANES

Jefferson Avenue north of Rancho California Road
will have intermittent night time center lane closures in both directions to install a landscape median approximately 400 feet north of Rancho California Road.  Completion is expected July 25th.


Margarita Road from De Portola Road to Dartolo Road will have intermittent nighttime lane closures in both directions to install water, storm drain and utility service to commercial projects on both sides of Margarita Road.  Work is expected to be completed by August 1st.


Murrieta Creek Multi Purpose Trail - Construction on the Murrieta Creek Multi Purpose Trail began on Monday, March 17, 2008.  This project will install landscaping and irrigation and build equestrian and bike trails along Murrieta Creek between Rancho California Road and Winchester Road, along Murrieta Creek, adjacent to Diaz Road.  Since most of the work is going to be outside Diaz Road, the impact to traffic should be minor.  Motorists traveling on Diaz Road between Rancho California Road and Winchester Road should exercise caution and should watch for construction vehicles entering and exiting Diaz Road from the construction zone.  Construction is to last about six months.


Winchester Creek Avenue from Winchester Road to the City limits just west of Rising Hill Drive will have daytime lane closures to install underground telecommunication conduits by Sunesys School District Fiber Optic Project.  A bore pit will be installed in the Winchester Creek Avenue center median near Winchester Road and conduit will be bored behind the curb on the north side of Winchester Creek Avenue.  Pedestrian traffic should use caution as some sidewalk panels may be removed and replaced with temporary surface during the boring process.  Work is expected to be completed by July 18th.


Ynez Road between Overland Drive and Palm Plaza North / Promenade Mall North will have intermittent nighttime lane closures of the northbound left turn pocket to Palm Plaza South (K Mart) and the north and southbound center lanes near this intersection as Rancho California Water District completes median and street repair due to a water main break.  Work is expected to be completed by July 3rd.

                                                                                                                           
Ynez Road from Rancho California Road to Santiago will have intermittent lane closures from 8 PM to 5 AM thru August 1st for a Rancho California Water District water line installation.
